The discussions revolved around the Egyptian Democratic Party’s project for national dialogue, especially at the level of political reform with its direct and indirect axes, in addition to the social and economic issues that the party places on its priorities, and the possibility of translating this vision into parliament, especially at the level of legislation and government oversight.And the text of the discussion

Let me start with Dr. Farid Zahran, head of the Egyptian Democratic Party, regarding the form of the national dialogue so far, after completing several procedures that actually led to the launch in the first week of July.

Look at disciplined procedures that always lead to disciplined results, and in the environment of the law, the most important thing is the procedures law, because if there is a violation of the procedures, all the following procedures will be spoiled, and the dialogue procedures so far are still tainted by some details that must be taken into account, especially the release of those imprisoned from There are issues of opinion, and indeed there are many lists that are issued, but not at the level of ambition that we are talking about as a measure accompanying the community dialogue.Therefore, we must release all those imprisoned in connection with opinion issues, as this is an essential and indispensable guarantee for the success of the national dialogue, as we all hope…and we must also be in front of giving more space to the parties in the movement, in addition to providing the opportunity for effective media appearance, and free expression in various Issues that concern the Egyptian state, far from restricting freedom of opinion to the issue of dialogue only… Also, the board of trustees and the management of the dialogue must be fully aware that there are no guests in the community dialogue and that everyone is an active participant.

We will turn to Eng. Ihab Mansour, head of the parliamentary body of the Egyptian Democratic Party.. I would like to know his parliamentary vision towards the developments in the form of the national dialogue so far?

There is no doubt that the call for national dialogue is basically a good call, and it is accompanied by a great interaction, as we have seen from all Egyptian parties, including the Egyptian Democratic Party.. Dialogue means the existence of a crisis.. Therefore, our discussion must be in this context.. I also hope that this call will be the last. For dialogue, in the sense that we are in front of a continuous dialogue that does not stop at all, meaning that it begins and does not end.. and we in Parliament have many problems with the government because it does not negotiate well in many matters such as the comprehensive health insurance law and insisted on its view and methodology and in its time for 4 years We submitted amendments to about 17 articles-and now the government has submitted an agreement to Parliament for approval, including millions of pounds, to implement an item that had previously been submitted by the party and without any fees, and therefore this confirms the lack of listening and dialogue and goodness, and therefore if this context was available, the situation would have been different and this is what we ask Always … we also see the importance of being partners in the national dialogue and not guests, and we must come up with outputs that can be implemented on the ground and with a settled timetable, and in the event that this is not implemented, the dialogue may succeed, but the post-dialogue stage is the most important and its most important success.

Of course, freedom of media and opinion is indisputably important and implemented on the ground, with a real representation of the opposition in various governmental and private media. We see the importance of looking into the file of the blocked websites and having a clear policy regulated by law.. and I see that creating this freedom on the ground It will motivate the citizen to be more reassured and talk more fully about the issues of the homeland without any fear, whether the dialogue has any other issue and everyone must realize that dialogue does not mean full agreement, but is always searching for common spaces for consensus on it.. and we touched the context of freedom of opinion And the media is with the issue of national dialogue from all media, but we hope that this will be in all the issues presented and that concern the citizen.

He returned again to Representative Ihab Mansour, head of the party’s parliamentary body.. with regard to its implications for the continuity of the national dialogue without stopping.. Is this proposition logical in the absence of state institutions that play their role alongside the different political life after the dialogue and the expected role of the parties as well?

See, I am talking to you as a deputy from Parliament.. There is an ongoing dialogue and we express our vision as an opposition party, and we say our opinion freely-but it must be taken into consideration and the matter does not depend only on hearing or giving the opportunity to speak only without implementation…I still hope that the government will listen to us It is implemented and experiences have proven this in the file of reconciliation with building violations, as well as a decent life, as well as comprehensive health insurance, and our views are based on the reality of the Egyptian street, and therefore our views must be carefully noted … and this is the philosophy of the continuity of dialogue that I am talking about since we do not need a sham In dialogue as much as it is heard and implemented if the vision is appropriate and applicable.

I would like to hear from Dr. Farid Zahran, head of the Egyptian Democratic Party, sees his view regarding the proposal for the continuity of the national dialogue, and for it to be a non-stop launch based on the last call?

The origin of the matter is that any civil society, in the light of the general agreement on building a modern, civil democratic state, is governed by 3 things that result in the first fourth being freedom of opinion and expression, freedom of independent organization, and freedom of peaceful protest. Among them are those who are interested in civil work and then join a civil society, and among them are those who are interested in politics and join a political party, and among them are those who are interested in union work and are in a union organization, and thus this classification is an active force in society.

Therefore, the presence of active forces in society between parties, associations and unions allows the existence of social negotiation, meaning the owner of the factory has a problem with the worker and vice versa, and therefore the solution to the problem is through an environment that believes in freedom of opinion and expression, freedom of organization and other elements of the modern democratic state. The dialogue that takes place between the two parties .. or if we use an environment other than that, we will be faced with greater problems and therefore the philosophy of the dialogue continues to be in this context .. and we are facing an ongoing situation and in order to reach that we get a lot of time ….. and therefore the continuation of the dialogue will be Through the step and the plan.. the step has been taken and the plan is concerned with continuity and we will have a plan applied in continuity in the next year and the year after the next and other years of the future, and we will always be in front of executable outputs on the ground.

Ongoing with Dr. Farid Zahran-if I asked you about the Egyptian democratic project in the national dialogue-what would it be?

There is a main topic that is political reform and another topic related to other major societal issues.. Here we must be clear that political reform is equal to all other issues due to its importance, as political reform has direct and indirect axes, and the direct axes are freedom of opinion and expression and freedom Organizing, the freedom of peaceful protest, the conditions that guarantee free and fair elections, and also the indirect axes, including confronting terrorism and extremism, as a major part of the political reform process, so that it moves from the hand of security only to the hand of security and education and other determinants of education and culture so that we are facing a confrontation Comprehensive terrorism, especially since it has not yet begun, unfortunately.

The second part of political reform as an indirect axis is the issue of discrimination, and we have a non-discrimination commission that has not yet been issued, and therefore it must be a priority, and there is a third axis, the right to be independent unions … beside social and economic issues, and we consider that the locomotive of political reform is a major part of a solution All social and economic issues, such as issues of government spending, tax policies, and the cooperative sector in Egypt, which is the second pillar of ownership in Egypt, next to the cultural issue, and Egypt will not regain its role except through cultural leadership.

We will turn to Deputy Ihab Mansour, head of the parliamentary body of the Egyptian Democratic Party.. My question is about how to translate the party’s vision in dialogue in a parliamentary manner and as an agent for the workforce in the House of Representatives. How do you see the situation of Egypt’s workers?

In order to translate this vision, we must be in front of respect for the dialogue in the first place and its results on the ground, through the House of Representatives, which will be obligated to implement the outcomes of the national dialogue, especially at the legislative level-Egypt’s workers are in a situation that is not reassuring, unfortunately, especially the business sector companies that are being liquidated. My question is always to the Minister of Business Sector about the efforts that will make these companies succeed before they are liquidated, and the evidence is Al-Nasr Coke Company, and although it is successful, work will be done on its liquidation, along with the situation of workers in these companies that are being liquidated is not the best thing, and those who continued to number about 1200.

see d. Mona Shamakh, the media official in the Egyptian Democratic Party, wants to present his vision in this file as well, concerning Egyptian workers and business sector companies.. What do you think then?

The reasons for not liquidating any company or factory are the efforts it is doing and achieving results on the ground, and this framework is clear in the file of the Coke factory and the factory is achieving successes on the ground, and therefore it is strange to see its liquidation and remain silent.

Finally, my question is about the ideology of the parties in the Egyptian street, and to what extent the citizen is aware of them and the nature of their work?

The answer is clear-no one sees the parties on the street or their ideologies-and the parties are very weak and this is a long file to explain…and I will give you an example-we assume that the Minister of Health went out and visited a number of hospitals and saw that they were all unfit for use… Are they finally set on fire, or do we sit and discuss in order to overcome their drawbacks. This is the case for the parties, and therefore we must discuss and provide the appropriate working environment for the parties in order to exercise their role effectively, and here the parties will be strong and not weak.
