During the opening session, Dr. Rasha Ragheb, Director of the National Training Academy, expressed the Academy’s honor and pride in hosting and organizing these important events to manage a national dialogue between all parties and political and social forces, noting that this dialogue comes at an important time when the Egyptian nation is looking forward to its future through a national dialogue. True, stressing that the Academy follows the approach of neutrality and complete impartiality, within the framework of its organizational, technical and coordinating role, in implementation of the directives of President Abdel Fattah El-Sisi, President of the Republic, so that the national dialogue can emerge in a constructive and effective manner.

Rasha Ragheb also pointed out that the President’s call for a national dialogue seems inspiring, as it confirms the promotion of the idea of ​​exchanging visions between the different spectrums of Egyptian society, whether they are political parties, civil society organizations, human rights defenders, or others, so that the step is a new episode added to the The path of transformation towards the new republic, pointing out that the national dialogue agenda with its multiple axes represents an entry point for building common visions on the elements of consolidating the concept of the national state based on the foundations of citizenship, law and institutions as a method for national action to build an integrated system of effective economic, social, cultural and educational policies based on a vision and supportive societal convictions for repair and construction.

For his part, Dia Rashwan, General Coordinator of the National Dialogue, stated that in 1953 the Republic was declared in Egypt, pointing out that today we start the first step towards the new republic, as the National Dialogue is a return to the spirit of the June 30 Alliance, stressing that all proposals and visions presented, whether from the Entities or ordinary citizens, at the board of trustees table and in all the halls of the national dialogue, as the goal of the dialogue is to create common spaces that sometimes allow for complete agreement and sometimes allow for complete disagreement.

Dia Rashwan also pointed out in his speech to the great role of the members of the Board of Trustees of the dialogue in arranging the axes and issues to reach actual agreed outcomes, adding that the national dialogue aims to develop serious and real alternatives and not focus on highlighting the merits only despite their importance, pointing out that it is scheduled to discuss a proposal A draft regulation for the national dialogue and a code of ethical conduct during the activities of the first session today.

Counselor Mahmoud Fawzy, head of the Technical Secretariat for the National Dialogue, reviewed the tasks and functions of the Technical Secretariat, which consists of 4 teams that include (public relations, communication, content, media, and logistics), pointing out that the Technical Secretariat has received more than 15,000 papers that have been studied, classified, classified and compiled. The public relations team limited the political forces in society and sent lawsuits for participation, as the target groups in the national dialogue included all the forces of the people, except for those whose hands were stained with blood.

Counselor Mahmoud Fawzy added that the National Training Academy sent more than 500 invitations, and the door for electronic registration was opened for citizens, and 96,532 suggestions and requests were received from citizens, in addition to receiving more than 793 messages so far and more than 435 messages via WhatsApp, and all were answered. Those inquiries and proposals, noting that the most prominent axes on the issues of the national dialogue that were received were represented in 3 axes: “a political axis, a social axis, and an economic axis.” All governorates participated, and the most prominent issues of the societal axis were “health, education, women and media”.

Dr. Reham Bahy, Professor of International Relations at Cairo University, said that she is speaking from an academic perspective as she has no political work, explaining that the definition of dialogue is to adhere to the name, as it is a national dialogue that is not limited to opposition forces but includes all citizens, noting that the most striking thing Her consideration of the presentation of the Technical Secretariat, that the response rate of citizens was the highest in terms of participation rates, which is evidence of the citizens’ response to dialogue, because this dialogue is for the future of Egypt and for the foundations of a new republic.
