Decisions of the President of the Arab Republic of Egypt regarding the approval of the following two international agreements, which included the Decision of the President of the Arab Republic of Egypt No. 226 of 2022 regarding the approval of a technical cooperation grant agreement submitted by the European Bank for Reconstruction and Development to finance the Alexandria / Abu Qir metro project in the amount of 600 thousand euros signed between the Government of the Republic of Egypt It also included the decision of the President of the Arab Republic of Egypt No. 227 of 2022 regarding the approval of a grant agreement between the Arab Republic of Egypt represented by the Ministry of International Cooperation and the Kuwait Fund for Economic Development in the amount of 750 thousand Kuwaiti dinars to contribute to the preparation of Technical, economic and environmental feasibility study for the railway linking project between the Arab Republic of Egypt and the Republic of Sudan, located in Jeddah on 7/4/2022.

The referrals also included a draft law submitted by the government to override the delay and additional tax considerations, and to renew Law No. 79 of 2016 regarding the termination of tax disputes. A special speech by the Speaker of Parliament in the plenary session of Parliament About the Eighth Conference of Young Parliamentarians..and great appreciation to the Secretary-General, Counselor Ahmed Manna

The session also witnessed a talk Counselor Dr. Hanafi Gabaly said that for two days, the City of Peace, Sharm El-Sheikh, hosted the eighth edition of the World Conference of Young Parliamentarians, to discuss the issue of climate change from a youth parliamentary point of view, under the generous sponsorship of President Abdel Fattah El-Sisi, President of the Republic, and organized by the Egyptian House of Representatives in cooperation with the Union Inter-Parliamentary, with my participation and the participation of the President of the Inter-Parliamentary Union, and delegations of young parliamentarians from more than 60 countries as well as international observer organizations.

Hosting this conference came in conjunction with the assumption of the position of Representative / Sahar Al-Bazzar, a member of the Egyptian Parliament, as Chair of the Council of the Young Parliamentarians Forum in the Inter-Parliamentary Union, and thus the first Egyptian parliamentarian to hold this position, which is one of the most important organs of the Inter-Parliamentary Union, as it is concerned with youth issues and empowering them, which It makes her the best ambassador for young parliamentarians in the Egyptian parliament.

During these two days, four interactive sessions were held between young parliamentarians, representatives of civil society organizations and experts to discuss the state of climate change and its impact on human rights, parliamentary action to combat climate change and partnership between civil society and parliamentarians to combat climate change, which marks the first time that a country has held a separate parliamentary conference before Months after hosting the session of the Conference of the States Parties to the United Nations Framework Convention on Climate Change, which demonstrated a sincere Egyptian will to crystallize an organized and fair global effort at all governmental and legislative levels in order to combat climate change.

The discussions and deliberations of the conference witnessed a unique, upscale and constructive dialogue between young parliamentarians from different countries of the world regarding the issue of climate change in all its dimensions and levels, as it is the most prominent issue globally and the most threatening to the planet, its resources and capabilities.

I was honored to participate in the work of this conference and sent a number of messages and recommendations during my speech before it, where I affirmed that the Eighth Global Conference of Young Parliamentarians is a prestigious global parliamentary forum that represents renewed hope in confronting the intertwined and complex challenges in the world at an exceptional time at all levels. and levels, and the critical global conditions necessitate the involvement of young people in this exceptional confrontation with global challenges, which formed a major incentive for the Egyptian Parliament to host the work of the eighth edition of that conference.

I also indicated during my speech that the issue of climate change represents an exceptional, dangerous and multidimensional challenge with negative repercussions. Now, no voice can be louder than the voice of saving the planet from that imminent danger, which requires everyone to unite and assume responsibility to combat this dangerous phenomenon.

During my speeches, I called on young parliamentarians to assume the responsibility entrusted to them in facing this dangerous phenomenon, and to adhere to the pledge they made to their peoples and to preserve the capabilities of their countries and societies.

I felt proud and proud of the active participation and effort of our young representatives from the two chambers of the Egyptian Parliament, and what it reflected in the right of this participation to an honorable image of Egypt, and a deep understanding of the seriousness of the issue of climate change and the huge challenges it poses to the world. And that they are the product of a pioneering Egyptian experience to empower youth at all executive and legislative levels in light of the ambitious vision of President Abdel Fattah El-Sisi, President of the Republic.

In conclusion, allow me to present on my behalf and on your behalf a salute of appreciation and admiration to our young representatives, and a greeting and thanks to the organizers of this important global parliamentary event from the General Secretariat of the Council, headed by the Secretary-General, Counselor Ahmed Manna, for their efforts to organize this conference, which contributed to its exit in an honorable manner worthy of The position and leadership of the Egyptian state regionally and internationally.

Representatives approve a €300,000 grant agreement for the National Council for Human Rights

The House of Representatives also approved, during the plenary session – today – the agreement to be signed by the National Council for Human Rights with the European Union Commission as well as the Swiss Development and Cooperation Office to grant an amount in the range of 300,000 euros in implementation of some activities and activities related to the axes of the national human rights strategy and in cooperation with institutions The state.

Dr. Fakhry El-Fiqi presents the report of the parliament’s plan regarding the 2022-2023 budget…and reveals important recommendations

After that, Dr. Fakhri Al-Fiqi, Chairman of the Parliament’s Planning and Budget Committee, presented to the plenary session today the committee’s report on the state’s draft general budget and the development plan for the fiscal year 2022/2023.The deputy revealed many recommendations directed to the government, which contribute to reducing the budget deficit and supporting state revenues.The committee recommended that the government take the necessary measures to govern the maximum entry system for wage employees in the state.

The committee also recommended reconsidering the system of consulting consultants and experts in the entities included in the general budget, and that it be in the narrowest limits in light of the increase in the estimated allocations for them in order to ensure the application of standards of efficiency, merit and experience when seeking their help.

In its report, the committee stressed the importance of regulating and limiting external borrowing and good management of the public debt file.The committee also called for the need to determine the responsibility for the lack of approval by the boards of directors of some service bodies of their draft budgets by the Board of Directors, taking into account the competence of the Administrative Prosecution Authority to investigate financial irregularities and to consider whether or not to renew the Board in light of the extent to which the goals of the Authority’s plans and policies are achieved and in accordance with the standards Efficiency, effectiveness and economy.

She said: With regard to the fact that the state’s general budget structure continues to include the bureaus of some ministries and agencies that have two budget units in violation of the principle of unity and comprehensiveness of the budget system, the committee recommends that the Ministry of Finance, in coordination with the relevant ministries, take the necessary measures towards merging the two budgetary units in the offices of all those ministries into one budget unit Provided that the House of Representatives is provided with a detailed report of the results of those procedures within three months from the date of the committee’s report reaching the government after it was referred to it by the House of Representatives.The committee called for amendments to be made to the appropriations allocated to the constitutional benefits for the sectors: education, higher education, health, and scientific research.And she stressed the Ministry of Finance to make the necessary corrections to the appropriations allocated to the sectors because of their impact that will lead to an increase in the value of these appropriations than what was allocated to them, and in a manner that shows the constitutional benefits in their true value, and to provide the House of Representatives with what has been done.

The committee recommended that the necessary measures be taken to collect the revenues approved by the House of Representatives in the linkage law, bearing in mind that these revenues should be the minimum that must be collected, within the framework of laws, regulations, and regulating decisions, and to take more effective measures to collect government dues towards some bodies. Banks, companies and other entities and individuals that are not obligated to pay the rights of the public treasury, and to impose more control over funds, special accounts and units of a special nature in order to commit to supplying all amounts deducted from their total monthly revenues set at 15% unless their approved regulations stipulate a higher percentage of That to the public treasury on the scheduled dates.

The committee stressed that the necessary measures are taken towards collecting the dues of public business sector companies from third parties, which leads to an increase in their profits and thus increase the value of the public treasury’s share of these profits. Related to this is taking the necessary measures to correct the financing structures of companies that make losses in a way that reduces their dependence on the public treasury to cover their expenses , which is also reflected in the reduction of spending from budget expenditures.

The committee recommended searching for other sources of self-financing other than the appropriations decided by the draft budget to cover the expenditures of the general budget, provided that these new sources do not conflict with the regulating legislation and that citizens do not carry any new burdens.
